About Title I |
What is Title I? It's the nation's largest federal assistance program for schools! Title I provides supplemental help in reading for students who can improve. The Unit 5 Title I program includes grades K-5, with the focus on primary grades.
How are Students Selected? In the spring, teachers refer students who are experiencing reading difficulties in the classroom. The teacher considers the student's classroom performance, reading progress in the regular classroom, and test scores. The Title I teacher then assesses the reading needs of the child. Using all this information, final decisions are made. Once admitted, each student's performance is annually assessed. Title I students are capable of making progress in reading. Typically, they are not learning disabled students or slow learners. Since improvement in reading is expected, most children stay in the program no longer than two years. |
How Does Title I Work? 1. The federal government provides money to fund the Title I program. This is the "basic grant". 2. The State Education Agency (Illinois) allocates money to school districts based on the number of low-income families. 3. The Local Education Agency (McLean County Unit District 5) chooses "target" schools to participate in Title I. Schools whose populations exceed the district average for free and reduced lunches qualify for Title I funds. Although schools qualify on the basis of this count, Title I students are chosen by greatest educational need, not income. |
What Kind of Program Does the Title I Grant Provide? Title I programs generally offer: more teachers more training for school staff a variety of teaching methods and materials smaller groupings of students for instruction highly qualified teachers specially trained in reading instruction (view NCLB Compliance Letter) |
