Superintendent's Message

Dr. Gary Niehaus, Superintendent
October-Novemeber, 2009
Dear Community Members,
The 2009-2010 school year is off to an exciting
and busy start.
Construction is going well at our three
new schools.
Cedar Ridge and Benjamin elementary schools, as well as
George L. Evans Junior High are taking form and will be
ready on time and on budget.
In preparation for the new
schools, redistricting was just completed for the 2010-2011
school year. This was a very deliberative and occasionally
emotional exercise, and we appreciate the thoughtful community
input that helped guide the board’s decision making.
In
an effort to help ensure the safety of students, Unit 5
is in the process of implementing a volunteer screening
program. The District is lucky to have the support of so
many volunteers, and already more than 2,000 people have
completed the process.
For the first time we also required
all of our students to have their necessary physicals and
immunizations by the start of school. We wanted to ensure
everyone got off to a healthy start. Parents responded well,
and just about all of our students were in class on the
first day.
Once again our board has passed a balanced budget,
and we continue to work towards other cost saving measures,
including expanding our use of geothermal energy.
But our
main focus continues to be academic achievement. Our goal
is to provide our students with the best academic experience
possible. As a district we are implementing new literacy
efforts in grades kindergarten through 12th grade. We expect
these changes will result in higher student achievement.
I look forward to continuing to share information with you,
and working with the community to provide the best educational
opportunities for our students.
Sincerely,
Gary C. Niehaus

Duties and Authority
The Superintendent is the District's chief executive
officer and is responsible for the administration and management
of the District schools in accordance with Board policies
and directives, and state and federal law. The general duties
and authority of the Superintendent are developed in collaboration
with the Superintendent, approved by the Board, and contained
in the Superintendent's position description. The
Superintendent is authorized to develop administrative procedures
to implement Board policy.
The Superintendent may delegate to other District staff
members the exercise of any powers and the discharge of
any duties imposed upon the Superintendent by Board policies
or by Board vote. The delegation of power or duty, however,
shall not relieve the Superintendent of responsibility for
the action which was delegated.
Qualifications and Appointment
The Superintendent must be of good character and of unquestionable
morals and integrity. The Superintendent shall have the
experience and the skills necessary to work effectively
with the Board, District employees, students, and the community.
The Superintendent shall have a valid administrative certificate
and Superintendent's endorsement issued by the State Certification
Board.
When the office of the Superintendent becomes vacant,
the Board will conduct a search to find the most capable
person for the position. Qualified staff members who apply
for the position will receive the same consideration as
other candidates.
